Notice of the Provincial Department of Human Resources and Social Security on Doing a Good Job in the Technical Grade Assessment of Provincial Government Institutions and Institutions in 2019

I. Scope and object of assessment

As of December 31, 2019, the staff and workers of government agencies and institutions that have not yet retired; the provincial institutions and the central government in the province who have vacant positions at the corresponding level after the completion of employment in 2018 have been approved by the higher authority E related units are on the job staff.

Assessment level and type of work

The assessment level is junior, intermediate, senior, technician, senior technician.

The types of assessment work are as follows:

(1) General job types: 62, see Annex 1.

(2) Industry types of work (special types of work approved by the affiliated department in charge of the province directly): 30, see Annex 2.

Application conditions

(I) Declaration conditions

1. Support the leadership of the Communist Party of China, adhere to the party's basic line, earnestly perform its job duties, work hard to fulfill its job duties, abide by discipline and law, have a decent work style, and have good professional ethics and social morality.

2. Meet the requirements of Hubei Province government agencies and technical personnel for the examination and declaration of technical grades, see Annex 3.

3. Demobilized veterans or personnel who need to participate in the assessment due to job transfers. After the probation period expires, the unit can determine the position and grade according to relevant policies, and then can participate in the corresponding technical grade assessment according to the determined technical grade and the application conditions. The service life of demobilized veterans in the army may be calculated as the number of years of service in this job.

4. Candidates who have passed the comprehensive performance of senior technicians in 2017 and 2018 can participate in this year's senior technician assessment.

5. Calculate the current technical grade years and working years until December 31, 2019.

(B) the exceptional reporting conditions

1. If one of the following conditions is met, the number of years to obtain the current technical level qualification can be relaxed when applying for the qualification of a technician and the following level (not more than two years):

(1) For the work staff who have won the top six in technical competitions at the provincial level (organized by several departments or across industries), ministerial level and above;

(2) Workers who have achieved results in technological innovation and technological invention, and have obtained certificates of achievements at the provincial or ministerial level or above;

(3) Obtained the title of model worker at or above the provincial and ministerial levels, and maintained honorary work personnel.

2. If one of the following conditions is met, the number of years for obtaining the qualification of a technician can be relaxed when applying for the qualification of a senior technician (not exceeding two years):

(1) Those who have won the third place in provincial and ministerial industry competitions or the third prize in technological innovation achievements;

(2) Those who have been awarded the title of "Technical Expert" at the national and provincial levels;

(3) Winners of international industry competitions.

Application Procedures and Qualifications

(I) Registration Procedure

Appraisal of the technical level of the work staff of government agencies and institutions throughout the province will be implemented online registration, confirmation and payment.

All applicants should log in to the Hubei Province Personnel Examination Network (website: dhjcq8.com) within the prescribed registration time and fill in the application information (When applying for the examination area online, provincial applicants should select "Hubei Province", the city State applicants should select the city, county, and county they are applying for when filling out the examination area online, and upload a recent electronic color registration photo (jpg format, the size of the photo should not exceed 20Kb, the outline of the facial features is clear, and the picture frame is full).

After submitting the registration information accurately and completely online, download and print the "Examination and Approval Form for the Technical Level of Workers and Staff in Hubei Provincial Government Institutions" (hereinafter referred to as the "Appraisal Examination and Approval Form"), which will be assessed after being checked and stamped by the work unit and the superior personnel department The examination and approval form and the candidate's letter of commitment to integrity are uploaded to the online registration platform in a jpg format file, and the original is handed over to the personnel department of the unit where it is kept.

After passing the online confirmation of personnel examination institutions at all levels, the candidates paid online and failed to pass the examination within the prescribed time (that is, without the seal of the unit and the competent personnel department at the higher level, the candidate's letter of commitment to integrity has not been signed or carried out. Candidates who have paid their fees) cannot participate in this year's assessment.

(II) Qualification review

Examination of the qualification for registration is the responsibility of the unit where the candidate is located and the competent department of the unit. The personnel management department of the unit where it belongs and the higher-level department in charge of the unit are responsible for the basic information of the candidate's birth date, work period, education level, current post level, annual assessment results, rewards and punishments, etc. according to the application conditions. For examination, candidates who do not meet the requirements for the examination shall not have their seals approved by their units or higher authorities.

Strictly implement the responsibility system for qualification review. Each unit and the unit's competent department should strictly check and control according to the personnel files to ensure that the information submitted by the reporting personnel is consistent with their personnel files. For those who provide false registration information, once verified, they will be disqualified before the examination, the results will be canceled after passing the examination, the certificate will be withdrawn, and the notification will be publicly announced.

V. Assessment content and methods

The content of the technical level assessment of the work staff in the institutions and institutions of Hubei Province is divided into the theoretical knowledge examination and professional operation skills assessment. For those who apply for senior technicians, the provincial personnel examination institute will organize a unified evaluation after passing the comprehensive results of the theoretical and operational examinations.

The assessment of industry types of work is carried out in accordance with the general methods of assessment of types of work, and the province is uniformly deployed, registered, and written theoretically. The assessment of professional skills operation shall be organized and implemented by the relevant industry authorities entrusted by the Provincial Industry Examination Office.

(A) Examination of theoretical knowledge. It is conducted in the form of an open book written test, focusing on the basic qualities and comprehensive abilities of candidates. The province has a unified outline, unified propositions, unified examinations, and unified marking. The theoretical knowledge test is divided into two levels, junior, middle and senior workers as one level, technicians and senior technicians as one level.

(2) Assessment of professional operation skills. In accordance with the requirements of the Implementation Rules of Hubei Provincial Government and Institutional Workers for Technical Grade Assessment (E Ren Kao Han [2011] No. 13), the Provincial Personnel Examination Institute and local engineering examination administration departments are responsible for organization and implementation.

Skill assessment should insist on testing of practical skills. For all types of work that can be evaluated on-site, you must take practical measures to test the actual skills of the applicants. For those inconvenient on-site, you can use paper-and-pencil answers or expert interviews to test your professional knowledge and skills.

Provincial direct examination areas for general trade professional skills operation and assessment work are commissioned by the Provincial Personnel Examination Institute to be directly organized and implemented by relevant provincial appraisal centers. Industry trade professional skills operation and assessment work is organized and implemented by relevant industry departments. The assessment of professional operation skills in city and state examination areas is organized and implemented by the local engineering examination management department.

(3) Evaluation by senior technicians. The staff and workers who apply for the Senior Technician Level Assessment shall pass the relevant assessment materials to participate in the assessment according to the notification requirements of the Office of the Senior Technician Assessment Committee of Hubei Provincial Government Institutions and Institutions. If the assessment fails, the comprehensive score is valid for three years.

(4) Confirmation of assessment results. Those who apply for the technicians and the following grades who pass the comprehensive scores are qualified for the comprehensive assessment; those who apply for the senior technician level who pass the comprehensive scores and pass the assessment are approved for the comprehensive assessment by the Provincial Industry Examination Office.

The overall score is 100 points. It consists of theoretical knowledge examinations and professional operation skills assessment. The scores of junior, middle and senior workers are: 40% of theoretical knowledge exams and 60% of professional operation skills assessments. The scores of technicians and senior technicians are: theory Knowledge examination and professional operation skills assessment each account for 50%.

Organization and implementation of assessment

(I) Online registration time

May 5th to May 17th, 2019.

(II) Qualification review time

May 5 to May 20, 2019.

May 21-May 26, 2019.

(IV) Examination time and subjects of theoretical knowledge

Examination time: 9: 00 ~ 11: 30 on June 22, 2019

(V) Assessment of professional operation skills

1. Provincial candidates (including industry jobs) of professional operation skills assessment arrangements, before June 15 announced in Hubei Province personnel examination network.

2. The city and state candidates' professional operation skills assessment arrangements shall be announced by the city and state industrial examination management departments.

3. Before August 30, 2019, complete the assessment of professional operation skills.

(Six) test center settings

The examination sites of the provincial direct examination area are located in Wuhan. The examination venues for the theoretical knowledge of technicians and senior technicians in each city and state should generally be located at the seat of the city and state government. Examination room setting for remote level county (city) level engineering theory knowledge examination should be based on the principles of appropriate concentration, convenient candidates, strengthened management, and ensured safety. The city and state labor examination management department shall determine according to the specific situation and report to the provincial labor examination office for the record. .

(7) Public announcement of results. The list of qualified personnel with comprehensive scores will be announced online at the Hubei Province Personnel Examination at the end of October 2019.

(8) Handling of certificates and notification of qualified personnel. In December 2019, the certificate and notification of qualified personnel will begin.

1. Certificate application. (1) On-site application. Candidates in the Provincial Examination Area will take their ID cards and written examination admission tickets to Hubei Province Human Resources and Social Security Comprehensive Service Building (No. 1 Donghu West Road, Wuchang District) to obtain a certificate of qualification; (2) Apply online. Log in to the Hubei Government Affairs Service Network, fill in the relevant information as required, and post online. (3) City and state technicians and below qualification certificates shall be handled by the city and state industrial examination management department.

2. Notification by qualified personnel. The personnel designated by the personnel department of each unit bring the unit's introduction letter and the examination and approval form for qualified candidates to the Provincial Personnel Examination Institute for notification of qualified personnel and relevant approval procedures.

Organization and leadership of assessment work

The assessment of the technical level of the work staff of government agencies and institutions is an important part of implementing the strategy of strengthening the province by talents, and is an important measure to strengthen the construction of skilled personnel teams.

(1) The technical level assessment of the staff and workers in government agencies and institutions throughout the province is uniformly managed by the Hubei Provincial Government and Institution Workers' Technical Grade Evaluation Office (the institution is located in Hubei Province Personnel Examination Institute, referred to as the Provincial Industry Examination Office). The work examination management departments at all levels are responsible for the specific organization and implementation. The heads of the work examination management departments at all levels are the first responsible persons for the technical level assessment of local workers.

(2) The results of the examinations of the level workers in the provincial direct examination area and the level of the technicians and senior technicians in the province shall be determined by the Provincial Industry Examination Office;

(3) All levels and departments should attach great importance to strictly grasp the assessment methods and standards, effectively strengthen the assessment safety and standardized management, achieve openness, fairness and impartiality, highlight the ability and performance orientation, encourage learning, encourage the improvement of job skills, and give full play to The role of assessment work.
